Udyam is the government's free registration for micro, small and medium enterprises. It gives a business a permanent number, and that number is what lets you claim MSME protections. For micro and small firms, that includes the right to be paid on time by the companies you supply.

The counts below come from the Ministry of MSME's own dashboards and a parliamentary answer. They show where India's registered businesses sit, how fast new ones are signing up, and one trend that matters for anyone sending invoices: the register is almost entirely micro firms.

How many MSMEs are registered on Udyam in 2026?

The Udyam portal's factsheet showed 9,89,48,252 registrations on the morning of 19 Oct 2026. That figure has two parts. 5,48,85,715 businesses hold a full Udyam Registration, and 4,40,62,537 are informal micro enterprises signed up through the Udyam Assist Platform, usually with help from a bank, NBFC or other assisting agency.

The state-wise dashboard, read later the same day, totals 9,90,15,522. The two counters update separately, so expect small gaps if you compare them. Neither is wrong. They are just snapshots taken a few hours apart.

The split matters more than the total. A full Udyam number is what you quote on invoices and purchase orders when you want MSME payment protection. An Assist Platform entry is mainly a route into priority sector lending for very small, often informal units.

Which state has the most Udyam registrations?

Maharashtra, with 12,359,312 MSMEs across both platforms on the 19 Oct 2026 dashboard. That is about 12.5% of the national state-wise total. Of those, 8,273,177 are full Udyam registrations and 4,086,135 are on the Assist Platform.

Uttar Pradesh is second at 11,498,860, but its make-up is different. It has 5,873,189 full registrations and 5,625,671 on the Assist Platform, almost an even split. That points to a huge base of informal micro units being brought into the system through banks and other agencies.

West Bengal goes further. Its 4,030,624 Assist Platform units outnumber its 2,630,093 full registrations. Bihar, Madhya Pradesh, Jharkhand, Karnataka, Telangana and Tripura show the same pattern. At the other end, Lakshadweep has 2,788 MSMEs in total.

Maharashtra, Gujarat and Delhi also have the most medium enterprises. Whatever state your client is in, a larger company with a procurement team will usually send its own standard vendor contract, and that is where long payment terms tend to hide.

Why are almost all Udyam registrations micro enterprises?

Because most Indian businesses are tiny. Of 5,48,82,745 full Udyam registrations on the dashboard, 5,42,95,622 are micro. Only 5,45,105 are small and 42,018 are medium. Every one of the 4,41,32,777 Assist Platform entries is micro too.

The yearly numbers make the trend sharper. New small enterprise registrations fell from 155,736 in FY2021-22 to 23,342 in FY2025-26, while total new registrations more than doubled over the same years. Many established firms likely signed up in the early years. Nearly all newcomers are micro: sole proprietors, home businesses, shops and freelancers.

For a freelancer or small agency this is good news in one way. You are in a very large crowd, and the protections written for MSMEs were written with businesses like yours in mind. But you are also the smallest party at the table in most deals, so the contract is where you either keep those protections or quietly sign them away.

Should a freelancer or consultant register on Udyam?

If you invoice businesses, usually yes. Registration is free and online, needs your Aadhaar and PAN (plus GSTIN if you have one), and services are a recognised activity. In FY2025-26 alone, 4,053,622 new registrations were for services.

The main reason is payment. Once you are a registered micro or small enterprise, a buyer that pays later than the MSMED Act allows owes compound interest at a rate set by the Act, well above normal bank rates. You can also file a claim through the MSME Samadhaan portal, which goes to your state's Micro and Small Enterprises Facilitation Council. Without a Udyam number, you lose that pressure and are left with an ordinary civil claim.

Think of a designer in Pune who builds a brand kit for a large retailer. The retailer's vendor agreement says payment is due within its standard cycle after the invoice is approved by finance. Under the MSMED Act, the payment period has a legal cap that runs from when the retailer accepts the work, or is deemed to have accepted it, whatever finance says. If she registered before signing and her Udyam number is on file, that rule backs her up. If she never registered, that argument is much weaker.

Registration alone is not enough, though. Clients often write contracts that work around it. Here is what to do:

  • Register before you sign the contract or raise the first invoice, and keep the certificate handy.
  • Put your Udyam number on every quote, invoice and vendor onboarding form, so the client cannot later say it did not know.
  • Read the payment clause before you agree to it. Terms that run past the MSMED Act limit, or that start the clock only after an internal approval, set you up for a dispute. Push back before you sign.
  • Check for clauses that waive interest on late payment or say MSME protections do not apply. Strike them or ask for them to be removed.
  • Keep delivery proof, such as emails confirming acceptance, because the payment deadline runs from acceptance of your work.

What the growth in registrations means for you

New registrations went from 10,685,477 in FY2024-25 to 12,236,576 in FY2025-26. More of your competitors, suppliers and subcontractors now carry a Udyam number. Some large buyers now ask for the certificate during vendor onboarding.

That cuts both ways. If you hire other freelancers or small firms, you may be the buyer with payment duties under the same rules. Check their registration status at onboarding and set your own payment terms so you can actually meet them.

And if you are the supplier, treat the client's standard agreement as a draft. Payment timing, interest on late payment, how acceptance works and who carries liability are all negotiable, and they decide how much your MSME status is worth in practice.

A simple habit helps. Each time a new client sends a contract, read four clauses before anything else: when you get paid, what happens if they pay late, how your work is accepted, and how much you could owe if something goes wrong. If any of those are vague or one-sided, ask for a change in writing before you start. A polite request that mentions your MSME status costs you nothing.

How ClauseAudit helps

A Udyam number protects you only if your contract does not undercut it. Big clients often send vendor agreements with long payment cycles, approval-based payment triggers and waivers buried in the boilerplate.

Run the agreement through an automated review before you sign. ClauseAudit flags the clauses that hurt small suppliers, explains each one in plain English and suggests wording you can send back.

  • Payment terms: does the due date run past the MSMED Act deadline, or start only after an internal sign-off?
  • Late fees and interest: does the contract waive interest on delayed payment or cap it below what the law allows?
  • MSME status: is there a clause saying MSMED Act protections do not apply to this deal?
  • Rate and price changes: can the client cut your fee or change scope without a written amendment?
  • Renewal and termination: can the client end the contract without paying for work already delivered?
  • Liability and indemnity: could you owe damages far larger than the contract value?

The Udyam factsheet showed 9,89,48,252 registrations on 19 Oct 2026, combining the Udyam portal and the Udyam Assist Platform. Of these, 5,48,85,715 hold a full Udyam Registration and 4,40,62,537 are informal micro enterprises on the Assist Platform. The state-wise dashboard, read later that day, showed 9,90,15,522.

Which state has the highest number of MSME registrations?

Maharashtra, with 12,359,312 MSMEs on the 19 Oct 2026 dashboard snapshot, about 12.5% of the national state-wise total. Uttar Pradesh is close behind at 11,498,860 and Tamil Nadu is third at 7,498,501. Maharashtra also has the most medium enterprises, with 7,914.

What is the difference between Udyam Registration and the Udyam Assist Platform?

Udyam Registration is the full MSME registration a business files itself and quotes on invoices. The Udyam Assist Platform lets banks and other agencies register informal micro units, mainly so they can get priority sector loans. All 4,41,32,777 Assist Platform entries on the dashboard are micro enterprises.

How many new Udyam registrations were there in FY2025-26?

12,236,576 new businesses registered on the Udyam Registration Portal in FY2025-26, up from 10,685,477 in FY2024-25. Trading accounted for 5,078,272 of them, services 4,053,622 and manufacturing 3,104,682. These figures exclude the Udyam Assist Platform. The register has grown every year since FY2021-22.

Why do some states have more Udyam Assist registrations than full Udyam registrations?

It reflects how many informal micro units are being brought in through lenders. West Bengal has 4,030,624 Assist Platform units against 2,630,093 full registrations. Bihar, Madhya Pradesh, Jharkhand, Karnataka, Telangana and Tripura also have more Assist entries than full ones.

Can a freelancer register on Udyam?

Yes. Services are a recognised activity, and most freelancers qualify as micro enterprises. Registration is free and online. The main benefit is protection against late payment under the MSMED Act, which works best if you register before signing, quote your Udyam number and keep a contract that does not undercut those rights.

Does a Udyam number guarantee I get paid on time?

No. If you are a micro or small enterprise, it gives you a legal right to interest on late payment and access to the Facilitation Council if a buyer delays. You still need a contract with a clear due date, a defined acceptance process and no clause waiving MSME protections. Proof of delivery helps if you have to file a claim.

Why are new small enterprise registrations falling?

New small enterprise registrations dropped from 155,736 in FY2021-22 to 23,342 in FY2025-26. Many established small firms likely registered in the first years after Udyam launched. Today nearly all new sign-ups are micro businesses, including sole proprietors and freelancers. Total new registrations kept rising over the same years.
