MSMEs produced 31.1% of GDP and 48.58% of exports in 2023-24, per the Economic Survey 2025-26. The government said in August 2026 that Udyam-registered MSMEs employ more than 40 crore people. Only 41% of Udyam-registered MSMEs have ever accessed formal credit.

What the credit numbers mean for MSME owners seeking a loan

Most registered MSMEs have never borrowed from a formal lender. The TransUnion CIBIL-SIDBI MSME Pulse found that 3.6 crore MSMEs had ever accessed formal credit by March 2026, against 8.7 crore registered as of December 2025, and puts credit penetration at 41% of Udyam registrations.

For those who do borrow, the terms are shifting. From 1 April 2026, banks may not ask for collateral on loans to micro and small enterprises below ₹20 lakh, up from ₹10 lakh. At the same time, delinquency on unsecured business loans reached 7.2% in March 2026, up 274 basis points since March 2023, and Crisil Ratings expects MSME gross NPAs to rise from about 3.2% in FY2026 to 3.4-3.6% in FY2027.

Before you sign, read the sanction letter and loan agreement against what you were told. Check whether the rate is fixed or floating, what the processing and prepayment charges are, whether collateral or a personal guarantee is asked for on a loan below the ₹20 lakh ceiling, and whether a single late EMI lets the lender recall the full loan.

What the delayed payment figures mean for suppliers and freelancers

Micro and small enterprises have filed 2,56,892 applications on the MSME Samadhaan portal, claiming ₹55,244.26 crore, and 87,691 cases worth ₹20,458.59 crore were still pending before Facilitation Councils on 18 October 2026. The Finance Minister put delayed payments owed to MSMEs at ₹8.1 lakh crore in May 2026.

The MSMED Act, 2006 gives buyers a maximum of 45 days to pay a micro or small supplier after accepting goods or services. The MSMED (Amendment) Bill 2026, passed in August 2026, sets a 90-day deadline to complete mediation, and if a buyer's challenge to an arbitral award stays pending more than six months, 50% of the award must be paid to the supplier. These protections apply to registered micro and small enterprises, so freelancers and small service firms should register on Udyam before they sign a supply contract.

A contract that says nothing about payment dates, or lets the buyer pay only after "final approval", weakens your position. Put a fixed due date of 45 days or less in the contract, define when work counts as accepted, and keep invoices and acceptance records. Invoice discounting is another option: ₹3.47 lakh crore of MSME invoices were discounted on TReDS platforms in FY2025-26.

What to check before signing a loan or supply contract

  • Collateral and guarantees. Ask whether your loan falls below the ₹20 lakh collateral-free ceiling and whether a CGTMSE guarantee covers it. Women-led micro and small enterprises get 90% guarantee cover, against 75% in general.
  • Default and recall clauses. Read what counts as a default, whether there is a cure period, and whether one missed payment makes the whole loan due at once.
  • Payment terms in supply contracts. Check that payment falls due within 45 days of acceptance, that acceptance has its own deadline, and that the buyer cannot withhold or set off disputed amounts without notice.
  • Dispute resolution. The MSMED Act lets a registered micro or small supplier take a delayed-payment claim to a Facilitation Council. Other disputes follow the contract's own clause, so check where any arbitration would be held and which courts have jurisdiction.

Check your business loan or supply contract before you sign

The numbers on this page show a sector where most firms have never had formal credit, unsecured loan defaults are rising and more than 2.5 lakh delayed-payment claims have been filed. An automated review of your loan agreement, sanction letter or supply contract flags the clauses that decide what you pay, what you pledge and how fast you get paid, and explains each one in plain English.

  • Interest rate type, reset terms and how changes are notified
  • Processing fees, penal charges and prepayment or foreclosure charges
  • Collateral and personal guarantees, including on loans below ₹20 lakh
  • Events of default, cure periods and acceleration of the full loan
  • Cross-default and set-off rights over your other accounts
  • Payment due dates and acceptance terms in supply contracts
  • Withholding and set-off of disputed invoice amounts
  • Arbitration seat, jurisdiction and access to the MSME Facilitation Council
